A lawn rake can easily be replaced with a good snow shovel. However, if you are looking at major snow removal like parking lots you might want to invest in a tractor with a blade on front. As long as you stuck to hand held blowers, rakes and shovels you might be able to get along without an operating license, but, once you move into large equipment that option quickly fades away.
